Train in areas near border to our cities, or outposts, or area surrounding the lands.
Keep cities safe from within.  Strengthen city defenses.  Expand land within the city, such as with plans for Khazad-dum.
Strategy/Job
Keep monsters, and aggressors from our borders and surrounding lands.
Internal Division fighters should be Warriors, Blacksmiths,  or Miners.  If a Miner or Blacksmith it is important to know your main task is learning to fight in combat, however being a Internal Division fighter, having jobs that take place within the city work out well.
Class/Profession
A External Division fighter could range from being a Warrior, to a Ranger, to a Barbarian, or any other fighting, survivalist type class.  It is important for a member of this Division to be able to fight, and survive in the wilderness.
